  1.                         FORENSIC UPDATE:
  2.           FBI ANNOUNCES NEW FORENSIC EXAMINATION POLICY

  5.      Effective July 1, 1994, the FBI Laboratory will no longer
  6. accept evidence from State and local law enforcement agencies for
  7. forensic examination in cases involving property crime
  8. investigations, except those cases that involve personal injury
  9. or for crimes that were intended to cause personal injury. The
  10. Laboratory will continue to accept evidence relating to violent
  11. crime investigations, including those that may involve property
  12. crime. These new guidelines are being implemented, in part, to
  13. ensure that the FBI continues to provide timely forensic
  14. assistance to law enforcement agencies investigating crimes of
  15. violence or threatened violence.

  17.      The following are examples of State and local property
  18. crimes that will not be accepted for forensic examination by the
  19. FBI Laboratory as of July 1, 1994.

  21.      --  Arson of vacated residential dwellings and commercial  
  22.          buildings (Because arson of occupied residential
  23.          dwellings is considered a violent crime rather than a
  24.          property crime, such cases will not be affected by the
  25.          new policy.)
  26.  
  27.      --  Nonfatal traffic accidents involving speedometer and/or
  28.          headlight examinations, except cases involving law
  29.          enforcement officers or State and local government
  30.          officials
  31.  
  32.      --  Vandalism and malicious mischief directed toward
  33.          personal or commercial property
  34.  
  35.      --  Hit-and-run automobile accidents that involve no
  36.          personal injury
  37.  
  38.      --  Auto theft, except cases involving auto theft rings or
  39.          carjackings
  40.  
  41.      --  Breaking and entering
  42.  
  43.      --  Burglary
  44.  
  45.      --  Minor theft (under $100,000)
  46.  
  47.      --  Explosive incidents or hoaxes targeting unoccupied
  48.          dwellings, vacant commercial buildings, or other
  49.          uninhabited property.

  51.      At the discretion of the FBI Laboratory's Assistant Director
  52. (or designee), the Laboratory may agree to accept evidence from
  53. property crime cases that would not be accepted otherwise under
  54. the revised policy. Such exceptions will be considered only on a
  55. case-by-case basis and should not be regarded as setting a
  56. precedent for future case acceptance. However, all accepted 
  57. cases will continue to be afforded the full range of forensic
  58. services offered by the FBI Laboratory.
